Owing to such congestion the institutions of higher learning should invest as much as possible in starting accredited distance learning programs which will allow a percentage of students to sign up for online learning degrees. In October, 41 percent of 18 to 24 year olds enrolled in either community colleges (for vocational training resulting in certification) or four year colleges (for undergraduate degrees), from 39 percent in the previous academic year, albeit tuition fees having hiked by an average of not less than 4 percent.
