Online learning helps smaller districts in tough times - Elliot Mann, Rochester, MN Post-Bulletin
With revenue largely limited to taxpayer funds and enrollment, some Minnesota school districts are using online education to fortify their bank accounts. School districts that sponsor online academies are able to receive state funding that would usually follow those students to their regular districts -- similar to the process of open enrollment. Even though the online students don't necessarily appear in the hallway of the home district, the state dollars do. For example, if a Rochester student decides to attend online classes at the fully-online Minnesota Center for Online Learning, the per-pupil funds for that student travel from Rochester to the online academy's home district, Houston Public Schools, which is 65 miles southeast of Rochester.
