Michelle Burgos knew that finding time to pursue a paralegal certificate would be tough. The 26-year-old Bloomfield, N.J., resident had a full-time job, a long commute and a young son to take care of. She turned to the Washington Online Learning Institute, a for-profit paralegal school that delivers all of its instruction exclusively through the Internet.
