One of the education goals for the Southern Regional Education Board is to provide high-quality academic online courses for middle grades and high school and postsecondary students. Almost all of the 16 member states have made some progress in establishing a capability for online learning. The only exception is South Carolina. A bill (H3157) to establish the S.C. Virtual Charter School District was introduced in the General Assembly in January, but it languishes in the Committee on Education and Public Works. The Department of Education shows little interest in pushing this legislation.... Virtual schools are not a panacea, but online learning is a valuable tool in the educator's toolbox. While Florida is going full speed ahead, South Carolina is in reverse. The dropout rate is 30 percent. Academic achievement is marginal. We need all the tools we can find.
